Análise comparativa entre o Plano Plurianual Regional Participativo da região do Grande Abc 2014-2017 e a Agenda 2030

Esse artigo tem como objetivo compreender as correspondências das ações do Plano Plurianual Regional Participativo do Grande ABC com os Objetivos do Desenvolvimento Sustentável – Agenda 2030, tendo em vista verificar como as ações planejadas na escala da região podem vir a contribuir para a realização da agenda global da sustentabilidade, haja vista que os problemas socioambientais de municípios podem vir a se agravar por conta de suas relações na escala regional. Para o alcance deste objetivo, foi adotado o método de análise comparativa entre o Plano Plurianual e a Agenda 2030, onde se gerou uma matriz que demonstrou uma alta correspondência entre as ações locais e os objetivos globais, constatando-se assim que a região do Grande ABC Paulista está se direcionando para a concretização dos Objetivos do Desenvolvimento Sustentável por meio de políticas de escopo regional consideradas avançadas. Corrobora-se assim o papel fundamental das ações locais de regiões administrativas para a construção da sustentabilidade global no âmbito da gestão pública, que deve ser pautada em uma governança ambiental que estimule a participação da sociedade civil e considere as especificidades de cada localidade, inclusive no que se refere aos problemas de caráter socioambiental enfrentados.

Comparative analysis between the Participative Regional Multiannual Plan of the Grande ABC Paulista and the Agenda 2030

A B S T R A C T

This article aims to understand the correspondence of the actions of the Participatory Regional Multiannual Plan of the Grande ABC with the Sustainable Development Goals - Agenda 2030, in order to verify how the actions planned in the region scale can contribute to the realization of the global agenda, given that the social and environmental problems of municipalities can be aggravated by their relationships at the regional scale. To achieve this objective, the method of comparative analysis between the Plan and Agenda 2030 was adopted, which generated a matrix that showed a high correspondence between local actions and global objectives, thus establishing that the Grande ABC Paulista is moving toward the achievement of the Sustainable Development Goals through advanced regional policies. This corroborates the fundamental role of local actions in administrative regions to build global sustainability in public management, which should be based on environmental governance that encourages the participation of civil society and considers the specificities of each locality, including the social and environmental problems faced.
